Every town has its misfit outsider, the person that just can’t adapt to the modern times, and lives on the fringes. Everyone in town knows the person, and everyone has a story about them. They’d call the authorities to come in and ‘help’ the individual, but they ultimately don’t because they know deep down that it would only bring confusion and sadness to them by dragging them away from the only world they know. So instead it’s live and let live, and maybe help a little when you can. They’re harmless enough, in spite of what the neighbor whose cat ran away says.
